Since the Scrap Metal Dealers Act was introduced, all buyers of scrap metal, including mobile collectors, must ask you for a copy of your photo ID and proof of address, which must be dated within three months. A UK photo driving licence is probably the easiest form of identification, but if you want to see what else you can use check here

If you have a car to scrap, bring the V5C registration document if you have it available, although we can still scrap the car without it. As an ATF, we can send you a certificate of destruction, CoD, to prove that you’re no longer the registered keeper of the vehicle.
No you don’t need to have an account with us before bringing in your scrap metal but remember to bring your identification with you. We’ll give you a loyalty card too which you can use at any of our depots.
We pay by metal weight. Metal is a commodity, so price varies according to the grade and worldwide markets. Since your local EMR scrap metal yard is an important part of our international trading company, we always offer a highly competitive price in your local area.
We can offer you a choice of payment including cheque, bank transfer and for fastest access to your money most of our depots can cash your cheque on-site. Don’t forget if you want to cash your cheque you’ll need photo ID and a separate proof of address.

The Government introduced the new Scrap Metal Dealers Act 2013 across the metal recycling industry in England and Wales from the 1st October 2013. This incorporates the Cash Ban introduced in December 2012 and now includes motor salvage operators and itinerant collectors. ALL scrap metal dealers, whether they are based at a scrap yard, are a motor salvage operator or a mobile collector are now obliged to verify the photo identity and address of anyone selling scrap metal to them.

Proof of address which must be less than 3 months old when the scrap is received
Make sure we have a copy of your current, up to date ID. If in doubt bring it with you when you next visit.
